Building on the introductory Public Sector Energy Financing 101 training, this first session in the 201 series equips local government finance and capital projects staff with the knowledge and tools to strategically apply financing to accelerate energy and decarbonization projects. This training introduces additional financing tools – such as revolving loan funds and power purchase agreements – along with repayment considerations, procurement pathways (e.g., Government Code 4217, Joint Powers Authorities), and strategies for cross-department coordination and stakeholder engagement. The training also covers actionable financing opportunities available to California local governments including IBank programs, California Energy Commission’s Energy Conservation Assistance Act loans, and PG&E financing options. A subsequent training on May 7 will feature practical case studies demonstrating how the tools and strategies introduced in Part 1 are being applied to drive successful public sector energy projects across California.
